Accomplishments as Director of Personnel Services for the Vermont State College System (1979-1981)

​

The Vermont State College System enrolls 5000 students with a budget of 65 million. The system is comprised of three four-year comprehensive public universities, the Vermont Technical College and a statewide Community College of Vermont. I was the first incumbent and had a broader portfolio than personnel services. The position I held has subsequently been reclassified to Associate Vice Chancellor. 

  • Served as system liaison and led lobbying and legislative efforts at Vermont legislature and governor’s office; articulated policies concerning higher education with Governor and legislature in areas of appropriations for student facilities and new program funding.

  • Developed public relations and marketing functions for the system.

  • Implemented and institutionalized all policies and procedures in areas of labor management relations, human resources, classification, compensation, training and development, affirmative action, and executive search for academic and administrative employees;

  • Developed search function, chaired hiring committees for Presidents, Provosts and Deans.

  • Developed and implemented decision-making architecture to accommodate shared decision-making at campuses more accustomed to centralized authority; served as a champion of institutional autonomy and self-governance within a system context.

  • Assisted in the review of over 60 academic programs and degrees resulting in the restructuring of several units in various colleges and termination of programs with meager enrollments; served as liaison to regional accreditation associations and led accreditation efforts.
